Project Overview

A2F Consulting is supporting the Agence Française de Développement (AFD), under the EU-funded ILSA Programme, in delivering technical assistance to public development banks (PDBs) in the Dominican Republic, Jamaica, and Uganda. The project aims to strengthen PDBs’ capacity to finance sustainable and resilient investments in food systems, integrating climate, environmental, and social considerations into their operations.

Work Developed

• Supported PDBs in integrating climate and environmental risk considerations into strategic and operational frameworks
• Developed green finance taxonomies and MRV systems to measure and report environmental and social impacts
• Strengthened Environmental and Social Management Systems (ESMS), including process improvements and digitalization
• Delivered capacity building and financial education to enhance green and inclusive finance capabilities
• Conducted feasibility studies for risk-sharing and guarantee instruments to expand access to finance for agri-food SMEs

The assignment is being implemented over 12 months across multiple countries and institutions. A2F combines strategic advisory, technical tools development, and hands-on capacity building to support PDBs in scaling sustainable finance and promoting resilient, inclusive food systems.
