Project Overview

A2F Consulting is supporting the Government of Mozambique (World Bank-funded) in designing, developing, and implementing an automated Integrated Management System (IMS) for the Sociedade Gestora do Fundo de Garantia Mutuária (SGFGM). The project aims to digitalize and streamline credit guarantee operations, strengthen risk management, and enable data-driven decision-making to support MSME financing.

Work Developed

• Conducted comprehensive analysis of SGFGM’s business processes, regulatory requirements, and data architecture
• Designed a scalable enterprise system architecture covering guarantee management, risk, financial, and administrative functions
• Developed technical specifications, including system design, database architecture, cybersecurity strategy, and testing frameworks
• Supported system implementation, configuration, data migration, and user acceptance testing
• Delivered capacity building, documentation, and governance procedures to ensure long-term system sustainability

The assignment is being implemented over 40 months and combines system development with institutional strengthening. A2F supports the full lifecycle of the IMS—from design to deployment—integrating operational, financial, and risk management functions into a unified platform to enhance efficiency, transparency, and scalability of credit guarantee operations.
