Project Overview

A2F Consulting supported the World Bank in developing a Health Sector Cybersecurity Toolkit (HSCT) to strengthen cybersecurity in digital health systems across low- and middle-income countries (LMICs). The project aimed to provide practical tools, guidance, and frameworks to integrate cybersecurity into health sector programs and investments.

Work Developed

• Developed a comprehensive cybersecurity toolkit with sector-specific tools, templates, and best-practice guidance
• Conducted a review of World Bank health projects to identify relevant cybersecurity activities and gaps
• Designed actionable frameworks covering governance, risk management, incident response, and capacity building
• Produced training materials and knowledge products to support adoption by World Bank teams and clients
• Defined KPIs, technical specifications, and sample terms of reference to support integration into project design

The assignment was delivered over 4 months and focused on producing a scalable, practical toolkit aligned with broader World Bank digital health initiatives. The outputs enable governments and project teams to systematically integrate cybersecurity into health sector operations and investments, strengthening resilience and safeguarding digital health systems
