Project Overview

A2F Consulting supported the World Bank in strengthening data governance and management within the Costa Rican Social Security Fund (CCSS). The project aimed to enhance institutional data capabilities, enabling better decision-making, improved service delivery, and long-term sustainability through a structured data governance framework.

Work Developed

• Conducted a comprehensive Data Maturity Assessment to evaluate CCSS’s data governance, quality, architecture, analytics, and security capabilities
• Performed stakeholder engagement through surveys, interviews, and document reviews to assess current data practices
• Developed a proof-of-concept to demonstrate the value of strengthened data governance systems
• Designed a strategic Data Governance Roadmap prioritising organisational improvements and transformation
• Identified quick wins and long-term actions to enhance data-driven decision-making and institutional performance

The assignment was implemented over 13 months using a structured and collaborative approach combining diagnostic assessment, stakeholder engagement, and strategic planning. The outputs provide a phased roadmap to strengthen data governance and build a foundation for advanced analytics, improved service delivery, and institutional resilience.
