Project Overview

A2F Consulting supported the Inter-American Development Bank (IDB) in evaluating and strengthening circular labour migration programs between Spain and Northern Central American countries (Honduras, Guatemala, and El Salvador). The objective was to assess programme performance, identify labor market opportunities, and provide actionable recommendations to improve the design, sustainability, and impact of circular migration schemes.

Work Developed

• Conducted an evaluation of circular migration programmes using contribution analysis and OECD-DAC criteria
• Assessed programme logic, outcomes, and effectiveness across multiple stakeholders, including migrants, employers, and institutions
• Executed comprehensive data collection, including surveys, focus groups, and key informant interviews in both origin and destination countries
• Performed labor market analysis to identify sectors with high potential for circular migration agreements
• Developed recommendations to improve program design, align labour demand with migrant skills, and enhance sustainability

The assignment was delivered over 5 months and combined program evaluation with labor market analysis. A2F applied a mixed-methods approach, gathering insights from migrants, employers, and institutions to generate evidence-based recommendations and a clear roadmap for more effective and inclusive circular migration pathways.
