Project Overview

A2F Consulting supported the Fiji Ministry of Tourism and Civil Aviation (World Bank-funded) in conducting a baseline survey for the Fiji Tourism Development Program in Vanua Levu. The objective was to establish robust reference points to measure progress in sustainable tourism development, including infrastructure, private sector participation, and environmental sustainability.

Work Developed

• Designed and implemented the baseline survey framework, including methodology, sampling strategy, and data collection instruments
• Conducted an evaluability assessment to strengthen the project’s Results Framework and ensure measurable indicators
• Executed large-scale data collection, including 1,050 surveys across households, enterprises, and visitors
• Delivered stakeholder engagement through focus group discussions and key informant interviews with government, private sector, and communities
• Ensured data quality and compliance through enumerator training, CAPI-based data collection, and rigorous supervision protocols

The assignment was implemented over 6 months and combines quantitative and qualitative methods to establish a comprehensive evidence base. Fieldwork integrates advanced data collection tools and strong local engagement, enabling reliable monitoring of tourism development outcomes and supporting future evaluations of the program.
