The study assesses the welfare outcomes of the Philippines’ flagship social protection programme, the Pantawid Pamilyang Pilipino Program (4Ps), and provides important evidence on its contribution to improving the well-being of beneficiary households.
A2F Consulting supported this assignment by designing and implementing a two-round quantitative survey covering 6,713 households across Luzon, Visayas, and Mindanao. The data collected formed a key component of the evidence base used to assess programme performance and household outcomes.
The findings indicate that 4Ps continues to contribute to positive results in education, health, and household welfare. School enrolment among children aged 6 to 14 remains nearly universal at 98%, while former beneficiaries demonstrate stronger economic outcomes, including higher rates of permanent employment and greater dietary diversity. At the same time, the study highlights the persistence of food insecurity and income insufficiency among vulnerable households, underscoring the need to complement cash transfers with nutrition, skills development, and livelihood interventions.
